Abstract: The records of Rutgers University Provost and Vice-President Richard Schlatter document the state of education at Rutgers in the 1960s, a decade of exceptional growth. The records reflect the concerns of administrators, staff, and students who were dealing with the expansion of and changes in the role of the university, social changes, and the Vietnam War. The papers demonstrate that the Provost's duties involved him in many aspects of the operation of the university and required that he have deep knowledge of university structures and policies. The records are contained in three series: I. General Correspondence Files, II. Subject Files, and III. Name Files.

Administrative History

The Office of the Provost was created in 1949 to take on responsibilities delegated by the President. In a statement of appointment that appeared in the July 1949 faculty newsletter, President Robert C. Clothier wrote that Rutgers had become larger in terms of size, complexity and public recognition, and that it had "a special obligation to meet in view of its debt to the returning veterans and its designation as the State University of New Jersey." Clothier stated that the administration had not grown at the same rate as the university, and therefore, new positions needed to accompany the new duties its members found themselves taking on. The Presidency had become "a two-man" job, and it would be the Provost's duty to be this "second man." (1)

Rutgers University's first Provost was Mason Welch Gross, who held the position until 1959, when he was elected Rutgers' President. The position of Provost remained vacant until 1962, with the appointment of Richard Schlatter, who had served as a professor of history since coming to Rutgers in 1946. When Schlatter took over the position, the title was amended to Provost and Vice-President.

As Provost and Vice-President, Schlatter appears to have been involved with many issues and in constant communication with department heads, professors, and administrators. He served on or was kept informed on the activities of many committees. His work in tandem with Gross is credited for establishing Rutgers as a major university. In particular, their leadership during the turbulence of the 1960s was seen as a steadying force at Rutgers. (2) During Schlatter's time as Provost, Rutgers had continued to grow in physical size and in the number of students (from an enrollment of 21,000 to 37,000 students). (3) It also continued to growing in complexity and diversity, and these changes were reflected in the Provost's duties and his records.

Schlatter resigned his position as Provost and Vice-President in 1971. At that time, Gross had retired and was succeeded by Edward J. Bloustein, who had become president of Rutgers with the intention of implementing a reorganization plan for its administrative structure. In accordance with this plan, the position of Provost and Vice-President ceased to exist. Instead a provost was designated for each of the Rutgers campuses. Kenneth Wheeler became New Brunswick Provost in July 1972. James E. Young became Newark Provost in 1973 and Russell Fairbanks became Camden Provost in 1974.

Biographical Sketch of Richard Schlatter

Richard Schlatter was born on March 3, 1912. He grew up in Ohio, the only child of a butcher. He received his BA from Harvard in 1934 and went on to win a Rhodes scholarship, graduating from Oxford with a doctorate of philosophy degree in 1938. He then taught at Harvard until 1946 when he came to Rutgers as a professor of history.

Schlatter had a distinguished career at Rutgers. He received a Fulbright Award to teach and conduct research at the University of Liverpool during the academic year 1949-1950. He served as chair of the history department between 1955 and 1960, and became Provost in 1962. He served as Acting President in 1971 when Mason W. Gross became ill. In 1971 he resigned from the Provost's position and continued at Rutgers as a professor of history. He retired from Rutgers in 1982.

Schlatter's career was marked with many distinctions. Along with his Rhodes scholarship and Fulbright, he also received a Ford Foundation fellowship and a Danforth Foundation grant. He was the author of several books, including Private Property (1951), and wrote many articles and essays. After his retirement from Rutgers, Schlatter served as chair of the Committee on Literature at the Century Association in New York City, and was active with other societies and organizations.

Schlatter was married to Suzanne Wynmalen. They had two children, a daughter, Heidi, and a son, Daniel. Schlatter died on October 22, 1987 at the age of 75. He committed suicide during a hospital stay in Princeton after receiving a diagnosis of terminal cancer of the spine.

Scope and Content Note

The records of the Provost and Vice-President, Richard Schlatter, consist of 54 manuscript boxes. The collection spans the years 1945 to 1974, with the majority of material dating from the 1960s. The papers pertain to Schlatter's many responsibilities as Provost and consist largely of correspondence and reports.

The collection has been divided into three series, each arranged alphabetically.

The General Correspondence Files series consists of material Schlatter had originally filed under the titles "Miscellaneous Correspondence" "Student Correspondence" and material found in a collection of Provost's Materials. This series features correspondence from people who may have contacted Schlatter only once or twice (that is, not enough for a separate name file to be established) during his tenure as Provost. This series is filed alphabetically.

The Subject Files series provides an overview of the many aspects of Rutgers that Schlatter was involved in. These areas ranged from those pertaining to students, faculty, administration, and the community at large. The folders reveal Schlatter was in constant communication with other members of the university, or being copied on correspondence regarding a variety of matters. Material in this series shows Schlatter's and Rutgers' concerns about and reactions to the social and political climate of the 1960s. Many folders are devoted to urban studies, and follow the establishment of Livingston College as a school for students coming from economically and educationally disadvantaged backgrounds.

The Name Files series contains correspondence, largely from other Rutgers University members. The individual files may contain correspondence from a particular person or about that person. Not all correspondence involved Schlatter directly, but he appears to have received copies of correspondence. The Name Files are arranged alphabetically.

Processing Note

The records of Richard Schlatter were preliminarily processed in Spring 2005 as a class project for the Manuscripts and Archives class offered as part of the Master's in Library and Information Studies program at Rutgers. The students in this class refoldered, and arranged and described the contents of individual manuscript boxes.

After examining the contents of the folders, the processor arranged the collection into its three series. Items from another small collection of Provost's material were added to Schlatter as they consisted of his correspondence and material on the Humanities Council. Folders belonging to a fourth series, pertaining to the Provost's Cabinet, were removed and placed in a separate Provost's Cabinet collection. The majority of the folders have retained the names given to them by Schlatter. Several name files were created if there was sufficient material to do so in the general correspondence files (For example, the Doak and Easton name files were created out of this material).

This finding aid includes descriptions of material in individual folders. Given the volume of material, the descriptions are not exhaustive, but meant to provide an overview of what documents might be found in a folder and the parties involved.

This section provides descriptions of the materials found within each series. Each series description is followed by a container list, which gives the titles of the folders and their locations in the numbered boxes that comprise this collection.

I. General Correspondence Files, 1962-1972
Arrangement: The General Correspondence Files series is arranged alphabetically.
Summary: The General Correspondence Files series consists of material Schlatter had originally filed under "Miscellaneous Correspondence" "Student Correspondence" and material found in a collection of Provosts' Materials. This series features correspondence from people who may have contacted Schlatter only once or twice (that is, not enough for a separate name file to be established). Some items are copies of correspondence of which Schlatter was neither recipient nor sender, but that one of the parties felt involved him in some way. The "General Correspondence files" contains chronological correspondence with members of the Rutgers community, with members of other academic institutions, and the public. This series also has a folder of Schlatter's memoranda to deans, and two folders of correspondence from students on various Rutgers University issues.

The material reflects that Schlatter was in constant communication with other members of the university, or being copied on correspondence regarding a variety of matters.
The subjects in this series range from the basic functions of administrators (salary, budget, and personnel issues) to dealing with social changes in the 1960s (the Urban Studies Center material). A number of folders detail events and concerns of individual departments and schools at Rutgers' campuses in New Brunswick, Newark, and Camden.

Includes a cover letter dated April 26, 1965, surveys entitled ‘Survey of Student Attitudes Toward College’ dated March 1965 and ‘Survey of Faculty Attitudes Toward Student Honesty’ dated April 1965.

Also known as the Committee on Scholastic Regulations. Includes the minutes of the committee, correspondence and proposed amendments. Also includes a copy of the Academic Regulations dated May 20, 1957. Handwritten amendments to regulations are dated May 26, 1960; January 21, 1961; and May 14, 1963.

Contains correspondence from Assistant Provost for Academic Services Eugene Young regarding the activities of the committee. Largely concerned with budgetary matters such as expenditures and receipts. Also contains various reports and enrollment estimates.

Contains correspondence regarding the outdated nature of the 1954 Policy on Academic Promotion. Includes a copy of the policy in pamphlet form approved on January 18, 1954. Minutes of the March 7, 1960 Provost’s Cabinet Meeting and a copy of the Proposed Policy for Academic Tenure are also included. File contains a sheet directing users to also consult the Promotional Procedures file.
2 Adlai Stevenson Institute: Correspondence and Descriptive Materials, 1968-1970
Contains correspondence and memoranda from the institute and faculty encouraging Rutgers to participate in the consortium. Frequently mentions the cost of participation. Descriptive materials are often attached to the letters.
3 Adlai Stevenson Institute: Descriptive Materials and Reports, 1967-1970
Contains further descriptive materials and reports. Most refer to the organization of the institute’s consortium between 1969 and 1970 and include lists of the members/fellows and the program for the year’s activities. Also includes a report from the First Annual Conference on Urban Environment held between March 25 and March 26, 1970.

Contains correspondence inviting special lecturers and hiring instructors and administrators. Includes recommendations, requests for new staff, and enquiries from potential candidates.

Contains requests for nominations for administrative positions, material regarding candidates for the Dean of Douglass College and for Dean of the Graduate School of Education.

Contains minutes, agendas and lists of participants for several meetings. Also includes correspondence regarding the conference and the topics discussed.
7 Administrative Information Services University Committee, 1969-1971
Contains correspondence regarding the activities and decisions of the committee. Also includes the minutes from the meetings on February 28, 1969 and March 21, 1969.
8 Administrative Openings: Trenton State College, 1970-1971
Contains correspondence from Trenton State College requesting suggestions from President Mason W. Gross for possible candidates for President (1970) and Vice President for Academic Affairs (1971). Correspondence for the position of President outlines desired characteristics of the candidate and gives a brief overview of Trenton State College. The materials for the Vice President position include a breakdown of Trenton State College’s hierarchy, a job description, and criteria for selecting a possible candidate.
9 Administrative Reorganization of Rutgers, 1956-1964
Contains materials regarding the proposed reorganization of Rutgers’ administrative structure. Includes a copy of the April 1956 Rutgers University Faculty News-Letter which reproduces Mason W. Gross’ original proposal (at the time he was the University Provost). Also included in the file is a draft proposal which is described as a simplified version of the original. Included with this is the working copy with handwritten revisions.
10 Admissions—Law School, 1966, 1969
Contains correspondence between Dr. George A. Kramer, Director of Admissions, Queens campus, New Brunswick; Dean Willard Heckel, Rutgers School of Law and Schlatter regarding policy changes and recommendations for admissions program to the law school. Includes references to admissions policy proposals and counter proposals.

Contains correspondence and memoranda regarding admission standards for faculty children, requests for explanations of admission rejection and issues of providing dormitory space for Douglass college incoming students. Also interdepartmental correspondence with regard to admissions statistics and procedures
12 Advanced Standing Credit (Graduate), Granting of 1968
Contains communications with Henry C. Torrey, Dean of the Graduate School, regarding the granting of advanced standing to certain graduate students inducted into the armed forces. Deals specifically with a suggested addendum by Dean Elmer Easton of the College of Engineering.
13 Aerospace Institute, 1966-1967
Contains correspondences regarding the creation of an International Aerospace institute in Atlantic County, New Jersey. Also includes the initial feasibility study of the legislative proposal for the establishment of an institution of higher education for Aerospace technology in Atlantic County, New Jersey.
14 Affirmative Action Matters, 1971
Contains correspondences regarding affirmative action compliance and plans. Notably there are communications from Cecelia Rock to Dorothy Dinnerstien regarding proposed actions to modify salary inequities between male and female faculty at the Newark college of Arts and Sciences. Interdepartmental correspondences from Blenda J. Wilson to the Provost, Henry R. Winkler and Assistant Provost John R. Martin regarding staff requirements for affirmative Action plans and programs under Executive order 11246 and 11375.
15 African Studies: Summer Program, 1970
Contains communications regarding a field trip to Ghana, Africa organized by Professor Willie Smith of Livingston College, in cooperation with the American Forum for International study. There were several issues that arose regarding non-payment of funds to the Forum Summer Program by Smith’s group. No conclusion is evident in the files with regard to this matter.
16 Afro-American Studies, 1969-1971
Contains correspondence regarding the appointment of Professor Samuel Proctor of the Graduate School of Education as the chairman of the committee on Black Studies Programs. Includes an invitation to Rutgers University Black Studies program to be a part of the center for African and African American studies at Atlanta University. Also a memorandum from Proctor regarding the establishment of a Black Studies or African American Studies department.

Contains memoranda, correspondence and proposals concerning the College of Agriculture and Environmental science. Many pieces are from or to Leland G. Merrill Jr., Dean of the College of Agriculture and Environmental Science. Several matters are covered including faculty issues, program development, and the goals and objectives for the school. Some budget issues are also covered in some of the correspondence.

Contains Report of the Dean's Study Committee: Objectives and Future or the College of Agriculture and Environmental Science, correspondence regarding employment matters, Report: The Philosophical Basis, Goals and Strategy for University Involvement in International Development 1. The World Food Problem: A Plan for Rutgers, 2. A Corresponding Regional Institute.
3 Agriculture and Environmental Science, College of, 1968-1971
Contains correspondence between faculty, department heads, and deans concerning the reorganization of this college. Faculty issues regarding tenure and title, appointments and salaries are also covered. Includes correspondence regarding the development of the Hunterdon tract to support the training of students in the food processing and chemical industries.
4 Agriculture, College of: Name Change, 1965
Contains correspondence with Professors F. Buell, Bernard W. Koft, and Paul G. Pearson regarding their objections to the proposed name change of the College of Agriculture.
5 Agriculture: Evaluation 1970, March 1970-July 1970
Contains several reports and correspondence regarding a proposed internal reorganization of the Cooperative Extension Service, part of the College of Agriculture and Environmental Science. Also memoranda and reports about the accreditation process of the Landscape Architecture program in the Department of Horticulture and Forestry in the College of Agriculture and Environmental science.
6 Agriculture Planning Committee, April 1970-May 1970
Contains a draft proposal for discussion purposes regarding the development of a ‘general purpose’ college on the College of Agriculture and Environmental Science site. Also correspondence between the faculty of the College of Agriculture and Environmental Science and the college planning committee chair.
7 Agriculture: Radiation Science Transfer, June 1967-September 1967
Contains correspondence and memoranda regarding equipment that was housed at the Radiation Science center that was transferred as part of an agreement when a professor (Haughey) moved departments. When he moved from the Center to the Department of Environmental Science there were some discrepancies in the transfer of equipment. The memoranda explain the positions in the dispute. Includes several invoices displaying the cost and manufacturer information of the equipment in question.
8 Air Pollution Control Legislation, 1964-1966
Contains correspondence with regard to legislation by the state of New Jersey to control air pollution and the part that Rutgers University, specifically the Department of Engineering should play. It was proposed that the monitoring and testing that would need to be done to support the bill could be carried out at a facility overseen by Rutgers University. There are several correspondences between President Mason W. Gross, Roscoe Kandle, State Commissioner of Health, Dean Elmer Easton of the Department of Engineering, Dean Leland G. Merrill, Jr. (College of Agriculture and Environmental Science), Schlatter, and faculty.
9 Alcohol Studies, Center of, 1962-1971
Contains grant application that traces the history of the center as well as outlining societal problems regarding alcoholism circa 1966. Also mentions various faculty members involved in research as well as related publications.
10 Alexander Meiklejohn Award, 1965
Following Rutgers University’s support for academic freedom of faculty with controversial anti-war views, Provost Schlatter recommended that the President and/or the Board of Governors be nominated for the Alexander Meiklejohn Award. These documents follow the trail of correspondence between Schlatter and some of the administrators and faculty members of American Association of University Professors (AAUP). They include correspondence between Schlatter and President Mason W. Gross, Ralph F. Fuchs (AAUP), David Fellman (Professor of Polictical Science, University of Wisconsin) ,and William Fidler (AAUP).
11 American Civil Liberties Union of New Jersey (ACLU), 1965-1969
These fairly comprehensive records of the ACLU of New Jersey cover bureaucratic procedures (ballots for election, directory of the members on the Board of Directors, minutes and by-laws). Of particular interest in relation to the New Jersey Institute of Technology (NJIT) are the files relating to academic freedom of speech in the context of the Vietnam War and the ensuing anti-war movement that was taking root in campuses across the country and at NJIT. Contents include memoranda, notices of meetings, essays, pamphlets and mailers, minutes of meetings, by-laws, statements (issue papers about particular issues), ballots for an election, a directory of the board of directors listing individuals, and programs of conferences or events.
12 American Civilization Program, January 20-27, 1964
Contains discussions about the transformation of the American Civilization Program (ACP) into a “Special Honors in American Studies.” Walter E. Benzanson (Chair of the ACP)also advocated more representation of history faculty in the program.

In addition to the usual involvement in ACE such as conference attendance, documentation including a telegram, a survey, receipts and a memorandum show discussions in the administrative stratum of higher education regarding political activity amongst the students. “Student unrest” activities become monitored at a national level in surveys of universities.

Contains correspondence with the Executive Associate, James N. Settle and other items and reports related to membership.
3 American Cyanamid Company Faculty Support Grant, 1962-1964
Contains correspondence with company representatives concerning an annual grant to support the teaching of chemistry. Departmental and faculty requests and receipts for disbursement of grant funds
4 American Field Service Student Program, 1963
Contains correspondence among University administrators about a brief stay in University dormitories by 2,700 international teenagers enrolled in the program.
5 American Institute of Mental Studies, 1965

Summary: The Name Files series consists of folders of correspondence, largely from other Rutgers University members. The individual files may contain correspondence from a particular person or about that person. Not all correspondence involved Schlatter directly, but he appears to have received copies of correspondence. The topics of the correspondence reflect the many matters of Rutgers life in which Schlatter was involved.
