APPOINTMENT BOOKS, 1968-1981. (2 cubic feet)
APPOINTMENT BOOKS contains HAW's appointments and schedules for the years 1968-1981, with the important exception of 1979. A note in the files indicates that the 1979 book was held by George Koelzer, HAW's attorney during the Abscam trials. The books for the years 1970 and 1971 were split by 6 months each. The year for 1980 filled 2 books also and the other years fit in one book each.

OFFICE ADMINISTRATION Series Overview, 1960-1982. (2 cubic feet)
OFFICE ADMINISTRATION includes various documents related to the administration of HAW's office. The series includes various types of logs and schedules found by the archivist as standalone items in the collection. OFFICE ADMINISTRATION also includes types of administrative correspondence found principally in other series, but are included here because the archivist found them in the collection in standalone files that seemed to set them apart.
OFFICE ADMINISTRATION is organized in two sub-series:
Logs, 1964-1982 (bulk 1964-1970). (1 cubic foot)
Correspondence and Miscellaneous, 1960-1980. (1 cubic foot)
Sub-Series I: Logs, 1964-1982 (bulk 1964-1970). (1 cubic foot)
Logs includes HAW's daily schedule, invitation records, constituent mail counts, phone logs, and records of radio tapes distributed to broadcast outlets. The bulk of these materials are from the second half of the 1960s. There are many gaps; not all years are covered by each type of log. The sub-series can be useful primarily for gaining perspective on HAW's schedule and the quantity and topics of constituent mail.
Appraisal and Discard Information
All logs found were retained, except duplicate copies of mail counts. Records of invitations were generally discarded as they were often merely copies of the original invitations received or (often incomplete) lists of invitations (the bulk of these copies were discarded when the collection first came to Rutgers). Logs of invitations accepted or rejected were retained. The original radio tape files included invoice records, with no substantive information, between the Senate Recording Studio and HAW and between HAW and the broadcast outlets; these were discarded.

Logs is arranged alphabetically by type, then chronologically within each type.

Sub-Series II: Correspondence and Miscellaneous, 1960-1980. (1 cubic foot)
Correspondence and Miscellaneous includes files of 1973 Presidential Inaugural invitations, HAW invitations, staff background/responsibilities, office procedures, speaker requests, Army-Navy game ticket request (retained for the extensive autographs of other senators), and miscellaneous files. Useful items concerning migratory labor, health care, wheat shipments to the Soviet Union, and campaign matters can be found in the sub-series. Generally, these types of administrative correspondence are found principally in the GENERAL, ADMINISTRATIVE, & PUBLIC RELATIONS CORRESPONDENCE series, but were included here because the archivist found them in the collection in standalone files that seemed to set them apart.
Appraisal and Discard Information
Approximately 2 cubic feet of materials found throughout the collection were discarded. These materials consisted mostly of routine invitations, thank-you correspondence, etc.

Correspondence and Miscellaneous is arranged alphabetically by subject, then chronologically within each subject.
Index Terms
Index terms were used to identify the most substantive material in the miscellaneous and invitations files.

PHOTOGRAPHS Series Overview, 1912-1981. (11.5 cubic feet)
PHOTOGRAPHS consists of a variety of pictures taken during the length of HAW's congressional career as well as many photos from his personal life. These visual snapshots capture moments in the development of significant legislation and policies concerning HAW, while giving visual clues to the culture and history of that time. Such images include hearings, presidential bill signings, meetings with groups and individuals, gatherings of government and elected officials, foreign travel on government matters, and the like. PHOTOGRAPHS is especially strong with regard to images of the working and living conditions of migratory labor, and Senate field visits on the matter, which was a major focus of HAW's career, principally in the 1960s.
The personal photos provide significant glimpses into HAW's life outside of the legislative arena, while highlighting the extent to which the boundaries of personal and professional blur in a political career. These photos include family life, social gatherings, and campaign activities. In addition to the focus on HAW and his interests, PHOTOGRAPHS includes an extensive array of images of presidents, senators, and other federal officials and politicians; individuals and groups from New Jersey state government, municipalities, corporations, and educational and other institutions; sports and entertainment celebrities; and scenes of the natural and built environment from Washington DC, New Jersey, and other states.
PHOTOGRAPHS is organized in three sub-series:
Photo Files, 1921-1981 (bulk 1953-1981). (5.25 cubic feet)
Photos by Subject, 1912-1918 and 1940-1981. (4.25 cubic feet)
Albums/Framed, 1953-1980. (2 cubic feet)
The bulk of the photos were found in labeled folders as organized by HAW's staff members. These photos were generally well organized and in chronological order, and were placed by the archivist in new folders with original folder descriptions. These comprise the Photo Files sub-series. Many of the photos, however, were found in no organized order, often with little or no descriptive information. These comprise the Photos by Subject sub-series, with the subject determined by the archivist from reference to the light description found with the photos or from the photos themselves. Photos found in standalone albums or in frames comprise the final sub-series.
Included with some photos was a letter of introduction or other explanatory document; these were kept in front or behind the matching photo or, where the relationship was potentially ambiguous, clipped or enclosed together. Unfortunately, many loose slips of paper identifying events and individuals found in the original folders held an uncertain relation to specific photos. These materials were retained in the files as found.
Many of the photos did not have dates. In these instances, the archivist assigned a date range in the container lists when a date could be reasonably identified from the subject, from context, or from a reasoned estimate. Where no date was present and the archivist was unable to hazard an estimate, the date range remained undated.
Given the large number of photos, only select items were encapsulated in plastic sleeves for preservation reasons, including those items torn/frayed, oversized, having unsecured captions, inscribed, color photos, or those particularly unique.
Sub-Series I: Photo Files, 1921-1981 (bulk 1953-1981). (5.25 cubic feet)
Photo Files includes chronologically ordered photos in folders labeled with the original subject descriptions used by HAW's staff. The topics of these photos are wide-ranging, some from as early as HAW's childhood and some as late as the year before he left the Senate. Well-represented topics include family, campaigns, political figures, hearings, constituent meetings, HAW's 1969 trip to Korea and Vietnam, migratory labor, monuments, and more. These photos communicate the depth and range of HAW's varied interests and commitment as a civil servant. Inscribed photos can be found throughout this sub-series and are so noted in the Access database.
Appraisal and Discard Information
Generally, no more than two prints of a photograph were retained when multiple copies were found within one folder. Otherwise all material in the photograph files was kept.
Arrangement
Photo Files is organized into three different sets, following original order. The first photo set HAW's staff ordered using Roman numerals, with each numeral representing a general or specific topic. This set of files seems to date from HAW's early years in the Senate, and includes photos ranging from 1921-1964, including early family and campaign photos. Many of the folders contain a large number of photos on a variety of specific subjects within the given topic.
The second set within Photo Files is ordered chronologically, ranging from 1965-1981. Unlike the first set, each folder in this set tends to have photos only on a narrowly defined topic. The third set of this sub-series is an incomplete collection of press photos and is organized numerically, with each numeral representing a particular topic. This set ranges from 1976-1979. A folder at the beginning of this set contains an index log which lists the photo description, date and order.
For the most part, the original folder labels for these photos had enough information to describe the photos, including the date range. However, for the few photos where the date was not obvious, the date on the back of the photo was used.
Index Terms
Those folders labeled as "Miscellaneous" were given index terms to help identify what was in them, but by no means do the index terms reflect the entire contents of a folder. Generally, as with other series, index terms were used only to highlight items of particular interest, including New Jersey-specific items, or when needed to help clarify the folder title.
Related Series
Photographs can be found in other series throughout the collection. They were retained in those series with the documents they were found with to retain the context of both the photo and correspondence. Some of the most substantive of these photos were identified in the pertinent series description. In all instances, the presence of a photograph in a folder outside the PHOTOGRAPHS series was noted in the "special format" field of the Access database finding aid available to researchers (see the section An Additional Descriptive Tool / Finding Aid).

Sub-Series II: Photos by Subject, 1912-1918 and 1940-1981. (4.25 cubic feet)
Photos by Subject includes photos found by the archivist in an unorganized state and were then arranged alphabetically by the subject of the photos. Most of the subject terms were imposed entirely or in part by the archivist.
This sub-series, like Photo Files, is comprised of photos that are diverse and display HAW's multiple legislative interests. There are photos that show HAW attending various hearings, university commencements, his birthday party, and other events; HAW interacting with his Senate colleagues, constituents, and others; scenic landscapes; migrant workers; and more. Photos of migratory labor are an especially strong part of this sub-series. Inscribed photos can be found throughout this sub-series and are so noted in the Access database.
Appraisal and Discard Information
Generally, no more than two prints of a photograph were retained when multiple copies were found. Otherwise all photographs were kept.
Arrangement
Arrangement is alphabetical by subject, with oversized items boxed separately. Most of the subject terms were imposed entirely or in part by the archivist. Some photos were found in folders or envelopes with labels, but many of the labels were vague and insufficiently descriptive. Clues from the photos were used to describe those with no descriptions as well as to supplement the vague given titles.
Additional photographs processed after the sub-series was completed were placed at the end of the sub-series container list. These included a large number of negatives from the Senate Historical Office spanning the bulk of HAW's Senate career.
The group of photos, Migratory Labor, was drawn together by the archivist from various unorganized photos. Brackets were used for this imposed term to highlight the archivist's arrangement and description (e.g., [Migratory Labor]-California Hearing). Some photos did not have enough clues for the archivist to be certain of a subject so a best guess was made with a "?" at the end.
Containers 320 and 321 are oversized flat boxes that hold the larger photographs.
Index Terms
Those folders labeled as "Miscellaneous" were given index terms to help identify what was in them, but by no means do the index terms reflect the entire contents of a folder. Generally, as with other series, index terms were used only to highlight items of particular interest, including New Jersey-specific items.
Related Series
Photographs can be found in other series throughout the collection. They were retained in those series with the documents they were found with to keep the context of both the photo and correspondence. Some of the more substantive of these were identified in the pertinent series description. In all instances, the presence of a photograph in a folder outside the PHOTOGRAPHS series was noted in the "special format" field of the Access database finding aid available to researchers (see the section An Additional Descriptive Tool / Finding Aid).

Sub-Series III: Albums/Framed, 1953-1980. (2 cubic feet)
Albums/Framed includes photos that were originally in albums and in frames. The photos were removed from both the albums and frames to conserve space and also to preserve them.
There were fourteen albums in total, some so large that they had to be split into multiple folders. The subjects ranged from HAW's campaigns to various overseas trips, including to China and Eastern Europe in the late 1970s. The date range of the albums spanned 1959-1979. The subjects of the photos taken out of frames were also assorted but many of them showed HAW interacting with various Presidents and supporters. There are also scenic landscapes and monuments in Washington, D.C. interspersed with HAW's posed photos.
Inscribed photos can be found throughout this sub-series and are so noted in the Access database.

Arrangement
Arrangement is albums followed by framed items, arranged alphabetically by subject within each. To make the source of the photos clear, reference to either Album or Frame was added by the archivist to the folder description. Photos removed from albums were foldered in the order of how they were found in the albums.
Generally, the folder subject description was imposed by the archivist based on the subject of the photos. However, in those instances in which albums had an original title, those titles were used. The Access database indicates the source of the description. The original titles of the albums containing photos of trips abroad included numbers, which likely referred to some sequence. This number was retained in the folder description. The majority of the dates for the photos in frames could not be determined but those that could be determined by the archivist were dated.
Container 322 is an oversized flat box that holds the larger photographs removed from frames.
Index Terms
Many framed items had numbers written on the paper backing of the frame. It is unknown what these numbers referred to, but they were recorded as an index term for the item.

AUDIOVISUAL MATERIAL Series Overview, 1954-1985. (9.5 cubic feet)
AUDIOVISUAL MATERIAL consists of moving image and audio formats. Digitized access copies have been made for a limited number of items in the series and these are available to researchers. Aside from the digitized items, the series is restricted because of the fragility of the material and the lack of equipment at Rutgers to play most of it. Researchers interested in using the restricted material should contact Rutgers Special Collections and University Archives to discuss further the possibilities and conditions for access to the restricted material.
The series is organized in two sub-series:
Film and Video, 1961-1985. (5 cubic feet)

Sub-Series I: Film and Video, 1961-1985. (5 cubic feet)
Film and Video includes approximately 42 moving image items in film and various video formats. Because of the fragility of the formats and technical limitations, most of the materials were not viewed by the archivist, and information about the material is based on captions. A few of the items have no captions so their content is unknown.
Most of the material appears to relate to Abscam and includes versions of the FBI videos of HAW's meetings with the FBI agent disguised as a sheik, news reports of the time, and a video about the “frame-up” produced by Lyndon Larouche's National Democratic Policy Committee. Several of these videos appear to be duplicates.
There are also several films from the early and mid-1960s consisting of interviews made in the Senate Recording Studio; these include interviews of Sargent Shriver (1961), Robert Weaver (1965), and Congressman James Howard (1967) by HAW about the Peace Corps, housing, and New Jersey issues, respectively, and two interviews of HAW by reporters on various topics (1961, 1967). There are two films related to migratory labor: one of a visit by HAW and Senator Edward Kennedy to Florida (1967) and one prepared by the Emergency Committee for Farm Workers showing unsanitary conditions in the fields. Other film includes commercials from HAW's 1970 campaign, documentary footage from a hearing conducted by HAW in New Jersey regarding drug abuse (1970), and “To The Party of Your Choice,” a public service piece produced by Chase-Manhattan Bank encouraging political contributions (1968). The latest piece is a video of an interview of HAW at Kean College; though undated, the interview appears to date from the mid to late 1980s and includes reflections on HAW's career.

Audio Formats includes approximately 140 reel-to-reel tapes, audiotape cassettes, and phonograph records. Because of the fragility of the formats and technical limitations, the archivist listened to few of the materials, so information about the material is based on captions. Almost half of the reel-to-reel tapes have no captions or ambiguous captions so much content is unknown. The known material includes HAW speeches, press conferences, TV and radio interviews, hearings, debates, and candidacy announcements. Some material appears to be on matters of interest to HAW or his staff, but do not necessarily include HAW. Known subjects include migratory labor, labor law, politics, and Abscam.

Arrangement
Reel-to-reel tapes (“tapes”) are followed by audiotape cassettes (“cassettes”), then by phonograph records. The tapes are arranged by size (e.g., 3 inch diameter, 4 inch diameter, and so forth) and then chronological. Cassettes are arranged chronologically with two uncaptioned microcassettes and an IBM Magnabelt at the end. Phonograph records are arranged with 45 rpms followed by 331/3 rpms. BOOKS, 1880-2002. (11 cubic feet)
BOOKS include a variety of books, ranging from art books to works of history and public policy to congressional directories, that HAW and Jeanette Williams (JW) collected over the years. Many of them are inscribed to either HAW or JW and the inscription can vary from a signature to a note. At least some of the older books in the series appear to have belonged to HAW's mother or others in his family. Some of the books have transmittal notes or other contextual documents with them. Among the more pertinent items is Truman E. Moore's The Slaves We Rent, which concerns migratory labor and includes references to HAW.
Appraisal and Discard Information
Several books came to Rutgers from HAW's office or from the early additional accessions from JW, and all these books were retained in the collection. However, given the limited research value of holding books in the collection, later accessions of books were generally declined.
Arrangement
BOOKS are arranged into two groups, those that are inscribed and those not inscribed. Many of the books also carry personal notes or miscellaneous documents that were placed inside and those were kept where they were.
Related Series
HAW's 1968 book Crossroads is not in the series or in the collection generally. However, a copy of the book can be found in the adjunct resources available in the collection's administrative control box. The control box also holds other select published monographs and a dissertation relevant for HAW researchers.

The series includes the pens used by Presidents from Kennedy to Carter to sign various bills and the displays for the pens from HAW's office.

PLAQUES include numerous awards and recognitions from a variety of organization to HAW for his many accomplishments. Although the majority of plaques acknowledge HAW, some of them recognize Jeanette Williams as well. The plaques take many forms: some are flat wooden pieces with metal engraved plates while others have ornate backing or attached pieces.

Many plaques came to Rutgers from HAW's office or from the early additional accessions from HAW and Jeanette Williams. Most of these plaques were retained in the collection. However, given their limited research value, later accessions of plaques were generally declined.

MICROFILM, 1959-1982 (bulk 1977-1982). (4 cubic feet)
MICROFILM includes two general types of microfilmed material. One type includes various materials microfilmed by HAW's staff over time. These materials principally include clippings, press releases, and speeches. Congressional Record pages and indexes, co-signed letters, voting records, and some correspondence are among the other materials microfilmed by the staff by Congressional session, though on what appears to be a less consistent basis than the other material. The second type of microfilm is computer-output microfilm generated from 1977-1982 by the Correspondence Management System (CMS). This microfilm includes basic index-level information about HAW's outgoing correspondence, such as addressee and topic. CMS and the CMS-generated microfilm are discussed in more detail in Appendix B.
Appraisal and Discard Information
The original collection held 7 cubic feet of microfilm. Much of the microfilm was produced in duplicate, on both a spool and in a cartridge. The duplicate cartridge reels were discarded for the CMS output. Also, CMS "Name" reports were generated on various dates during the year, with redundant information on each. Many of these redundant reports were discarded.
Arrangement
Microfilm of clippings, speeches, and other material appear first in the series, followed by the CMS output in chronological order. Where duplicate formats (e.g., spool and cartridge) were both retained, they are boxed together. The count of items in the container list includes both copies.
Restrictions
None. However, some of the CMS microfilm was done on an open spool format for which Rutgers does not have a reader. Nevertheless (as discussed in Appendix B), all the CMS microfilm holds the same information, though with different sorts, so the information from the open spool microfilm can be obtained from the accessible formats, though perhaps in a less useful sort.
Related Series
MICROFILM includes speeches, press releases, and other material which was retained in the collection; the originals can be found in the relevant series (often bearing the microfilm frame reel numbers). MICROFILM includes clippings related to campaigns, Abscam, and various other HAW matters. To the extent the original clippings were found in the original collection, they were discarded. The CMS microfilm relates to the CMS correspondence found in various series in the collection. Not all CMS correspondence was retained so the microfilm can provide a broader view of the original extent of the material.

BIOGRAPHICAL MATERIAL includes documents, prepared for the most part by HAW's staff, summarizing HAW's legislative career and his positions on issues. The materials include lists and index cards of bills sponsored and co-sponsored by HAW, topical summaries of HAW's legislative accomplishments, lists of awards received by HAW, position papers, descriptions of HAW used for publicity, and the like. The series includes draft and final documents, and some reference working material.
Appraisal and Discard Information
BIOGRAPHICAL MATERIAL includes documents found by the archivist in the original collection that were not readily identifiable as part of other file series in HAW's office. The series includes any material that the archivist thought might be of use to researchers from a legislative biographical perspective. Some materials in BIOGRAPHICAL MATERIAL are duplicative of material found in various other series, but were also retained in this series by the archivist.
Arrangement
Generally, lists of bills sponsored/co-sponsored are followed by lists of awards, then by miscellaneous biographical descriptions, then by position papers/statements. Exceptions to this arrangement occurred to accommodate efficient storage of the material.

VOTING HISTORY & LEGISLATIVE ACTIVITY REPORTS includes reports of bills sponsored by HAW prepared outside of HAW's staff (though BIOGRAPHICAL MATERIAL does include some copies of materials also found in that series). MISCELLANEOUS PERSONAL MATERIAL, 1941-2001. (1.75 cubic feet)
MISCELLANEOUS PERSONAL MATERIAL includes correspondence and other documents generally related to HAW's personal matters, that is, matters of a non-legislative nature, which were found by the archivist outside of any filing system. Much of the material relates to HAW's participation on advisory councils, boards of trustees, and other such oversight roles, especially HAW's position as a member of the Board of Trustees of the John F. Kennedy Center for the Performing Arts. The series includes a draft essay written by Daniel Patrick Moynihan on the founding of the Woodrow Wilson International Center for Scholars.
Christmas, birthday, and wedding cards removed from binders by the archivist comprise a substantial portion of the series. The personal material also includes photocopies of HAW's military records, correspondence to HAW in response to his 1970 announcement of his alcoholism, and some incoming correspondence from family, friends, and staff members. The staff member correspondence includes a selection of thank you's, resignations, birthday cards, and the like.
Appraisal and Discard Information
All board material was retained, as were cards and notes found in binders. Loose correspondence and cards from family, friends, staff, and others were kept on a select basis.
Arrangement
Board materials are followed by cards, then by other personal materials. To ensure the order of the photocopied military records was not lost, the archivist noted the order of the documents in pencil on the back of each page. The correspondence in the series was in no original order nor necessarily filed together; much of it was brought together by the archivist.
Restrictions
Documents in certain of the folders containing various personal matters may not be photocopied. These are noted on the folders.

Aside from some support correspondence, there is no Abscam-related material in this series; see the ABSCAM FILES series. Aside from a very few documents, there is no financial information in this series; see the Administrative Assistants and Press Office Files of SUBJECT FILES. Birthday cards and other courtesies, when retained, can also be found in LAUDATORY CORRESPONDENCE and in the Personal Correspondence sub-series of GENERAL, ADMINISTRATIVE, AND PUBLIC RELATIONS CORRESPONDENCE.

Williams Family Sub-Group
SCRAPBOOKS, 1953-1965. (1.2 cubic feet)
SCRAPBOOKS includes clippings from various newspapers. These clippings were kept and arranged by HAW's mother and exhibit HAW's many accomplishments and activities. The material may be especially useful for the 1950s and HAW's early legislative career, which is less represented in the collection as a whole.
Appraisal and Discard Information
The original scrapbooks were discarded by the archivist because of severe preservation problems (i.e., the bulk of the material in them was newsprint; clippings glued or taped to the scrapbook's pages had fallen off; in many cases, the clippings were simply piled inside the scrapbooks) and a determination that the scrapbooks themselves did not have artifactual value. It was, however, determined that the clippings might have information value so photocopies were made and retained. All clippings were copied and retained, except those that could not be identified with a newspaper.
Arrangement
SCRAPBOOKS are arranged chronologically, following original order. The photocopied content of each scrapbook was placed in its own folder by year. To facilitate photocopying, entire pages of the scrapbook were pieced together by the archivist, rather than copying individual articles. To some extent, this reconstruction reflects original order of the scrapbook, but the researcher should assume that the lay-out of the copied articles is the product of archival processing, not of the original scrapbook page lay-out.

CORRESPONDENCE includes an 1862 Civil War letter from George C. Lamson to his cousin Sarah E.
