SCOPE AND CONTENT NOTE

The records of Andrew Maguire, accession 3380, date 1969 to 1983, with the bulk of the documents falling between 1974 and 1982. Included in the records are documents generated primarily by his Congressional office in Washington, D.C. and secondarily by his district office in Paramus, New Jersey. Scattered earlier records relate to certain pre-Congressional activities.

When given to Rutgers University in 1986 by Congressman Maguire, the records filled approximately 42 record center cartons. With reboxing and the segregation of publications, duplicates, memorabilia and personal files, the volume was reduced to 35 cartons.

Because of the short duration of each Congressional term (two years), much of the records are devoted to campaign activities, even increasingly so as the 1980 and 1982 electoral losses approached (see BIOGRAPHICAL CHRONOLOGY). However, many aspects of the collection reflect strong legislative and issue-related activities during his three elected terms (1975-1980 inclusive), with particular emphasis on health and environment. Also strongly represented are his interests in energy policy, Congressional reform, South Africa, and public policy concerning children's health and the rights of senior citizens. A concern for local New Jersey issues, particularly the extension of route I-287. the imminent closure of a large Ford plant in Mahwah, the emission of electromagnetic radiation from power lines in Rutherford, and certain questionable activities on the part of sewer authorities in Bergen County, are also well represented.

Exclusively legislative activities are well documented in the collection, particularly in SPONSORED AND COSPONSORED BILLS and SUBJECT FILES, the latter containing many reference materials relating to the former,, Passing reference to legislation is made in SPEECHES, ROBO LETTERS, CONSTITUENT NEWSLETTERS, PRESS RELEASES and NEWSCLIPPINGS.

Aspects of campaign activities that are reflected in series other than CAMPAIGN FILES are found in PERSONAL CORRESPONDENCE, CONSTITUENT NEWSLETTERS, PHOTOGRAPHS, NEWSCLIPPINGS, AUDIO RECORDINGS, MAILING LISTS and the miscellany following SUBJECT FILES.

Issues relating exclusively to New Jersey's seventh congressional district (most of Bergen County) are documented in the SUBJECT FILES and "Maguire Wire" newsletters in CONSTITUENT NEWSLETTERS, as well as in the ADMINISTRATIVE ASSISTANT'S FILES and NEWSCLIPPINGS (by subject.)

ARRANGEMENT NOTE

The documents in the Andrew Maguire papers fall into two subgroups, the first of primarily Washington office papers and the second of those belonging to Bruce B. Maguire, his father, who directed campaign funding operations while in New Jersey. The former subgroup required a sizeable amount of foldering, refoldering, and the segregation of duplicates and publications, while the latter required little if any.

When received in April of 1986, most of the documents were contained within a variety of folders, envelopes and binders. When appropriate (i.e., with clearly labeled headings), these items were retained, and usually kept in their original position in the collection. However, many series were enhanced or rendered complete by photocopying of shifting various documents to them, i.e. SPEECHES and NEWSLETTERS, both of which series were created from out of larger series. One larger series which was repeatedly drawn upon was SUBJECT FILES, a scheme elaborated upon in its respective series description. In addition to the aforementioned two smaller series, ROBO LETTERS and CAMPAIGN FILES were enhanced by selected SUBJECT FILES.

Particular rearrangements were as follows:

SCHEDULEBOOKS a guest register from SUBJECT FILES
SPEECHES from out of SUBJECT FILES, ADMINISTRATIVE ASSISTANT'S FILES, and PRESS RELEASES.
PERSONAL CORRES. from the unarranged materials follow SUBJECT FILES.
ROBO LETTERS from out of SUBJECT FILES and PHOTOGRAPHS.
Newsletters from out of SUBJECT FILES and PHOTOGRAPHS.
CERTIFICATES... certificates of nomination from the unarranged materials following SUBJECT FILES.
ADMINISTRATIVE ASSISTANT'S FILES some unarranged materials moved from boxes that exclusively contained publications.
NEWSCLIPPINGS rearranged into chronological order within NEWSCLIPPINGS.
SUBJECT FILES "Foreign Policy" folders alphabetized, and three "Casework" folders moved from pre-Congressional activities materials that were removed from the collection.
SOUTHERN AFRICA from out of PRESS RELEASES and a phonorecord from the memorabilia removed from the collection.

Approximately seven cubic feet of materials were removed from the Maguire collection during processing: about five cubic feet of books, magazines and Congressional Record publications, and an additional two feet of various pre- and post-Congressional papers, music and religious audio cassettes, maps, personal objects and personal papers.

SPEECHES, STATEMENTS AND TESTIMONY, 1975-1980
Arrangement: Arranged chronologically; thereafter by subject (not dated), by venue (Congressional Record statements) and by speechwriter (Robert Kerr, Administrative Assistant.)
Summary: Documentation of the Congressman' s spoken remarks before a wide variety of audiences and on a range of issues that closely parallels those reflected in PRESS RELEASES, SPONSORED AND COSPONSORED BILLS, ROBO LETTERS and SUBJECT FILES. Topics include health and environment concerns such as asbestos, fine particulates and other carcinogens as well as on health policy in relation to children and the elderly. Also included are the Congressman's views on foreign affairs (South Africa, Soviet Jewry, the Mideast) and on local affairs such as New Jersey television, plus various ceremonial speeches delivered before medical colleges or a mental health center. Included in the records are speeches, draft speeches, background materials (mainly in Robert Kerr's files), Congressional Record statements and extensions. of remarks (usually related to legislation; see SPONSORED AND COSPONSORED BILLS) and testimony before various committees regarding asbestos, private religious schools and other matters.
Prominent in these documents are speeches on cancer and carcinogens which perhaps display the undivided concern of one Congressman whom the Village Voice newspaper, among other individuals, said "couldn't be bought" (by industry, business, etc.).
Annotations appear sparsely in the chronologically- and subject-arranged speeches and appear to be in the Congressman's own handwriting, whereas Bob Kerr's files are heavily annotated and only in Mr. Kerr's handwriting. Both Mr. Kerr's speech files and the subject-related speeches remain in their original orders.
Additional speeches may be found throughout the CAMPAIGN FILES, in SOUTHERN AFRICA: SENATE/HOUSE AD HOC MONITORING GROUP, and in the rearranged materials following SUBJECT FILES.

PERSONAL CORRESPONDENCE, 1977-1982
Arrangement: Arranged in part alphabetically (1977) by sender or recipient (white copies) and in part chronologically (1978-1982) by year or range of years.
Summary: Correspondence relating to the Congressman's career in office (letters of thanks, support or consolation) plus various issue-related mail such as apparently had no significance in the SUBJECT FILES. Of significance is a folder of letters to and from President Carter, plus three sequences of Christmas cards sent to the Congressman after his 1980 and 1982 electoral losses, many of which express continuing support.
The alphabetical files (1977) were apparently kept by Office Manager Connie Davis, and folders R through Z are missing. Subsequent folders, possibly kept by her successor, Connie Schmidt, were labeled in processing and contain later letters (1978-1979) of a similar personal nature.
The three sequences following are Christmas cards distinguished by which of the Congressman's addresses they were sent to (district office, Washington office and New Jersey home respectively). Two folders in this series appear to be incongruous: one following the "Carter, Jimmy" folder and labeled "Special" (containing 1979 letters, as opposed to the 1977 letters in surrounding folders) and the other entitled "Biographical Material", following the 1978-1979 folders, which is incomplete with respect to his activities since 1977 (see Biographical Chronology earlier in this finding aid for a more complete biography).
More correspondence, mainly white copies of letters sent by the Congressman to 1980 campaign supporters, can be found in the miscellany following SUBJECT FILES. ROBO LETTERS may also be consulted for outgoing letters relating to particular issues.

ROBO LETTERS, 1975-1980
Arrangement: Arranged numerically in two general groups, the former comprising 1975 robo letters, the latter 1980 robo letters. Numerous se4uences within each group show revisions over time, as well as additional robo letters reflecting, usually, issues more temporal than the earlier robo letters which are general in tone.
Summary:
The ROBO LETTERS are a direct response to constituent mail and their very existence indicates which issues were paramount during the Congressman's career. They also indicate, though in a more tactful manner, the Congressman's views on particular subjects expressed elsewhere in the collection:thus there are four different robo letters on abortion or abortion funding (targeted according to the opinion expressed in the constituent's letter), two on capital punishment, and two on a "pay raise" slated for Congressmen in the 94th Congress (called "pay hike" in a robo letter response to those opposing it).
The 1975 robo letters (on non-computer paper) appear in five sequences, each of increasing length, and are accompanied by three separately dated indexes. One index is annotated as to deletions and additions that were made to a later sequence.
Following the 1975 robo letters is a single folder containing 1978 "Correspondence Figures" (similar to the [1980 Robos: Tallies of Individual Robo Usage] folder which follows it). Since there are no "Tickler Reports" or "Weekly History Reports" (such as are sometimes a facet of robo letter systems) nor any actual letters from constituents whom then received robo letters, or white (addressed) copies of the Congressman's responses to them, these "Correspondence Figures" and [Tallies] are the only key to volume and type of robo mail. The "Correspondence Figures", copied from computer-generated originals, also probably indicate that the Dialcom CCS service (discussed later in this description) was instituted as early as 1978 although no 1978 or 1979 CCS robo letters are present in the collection to actually prove this.
The 1980 robos appear in a computer print-out format produced by an independent computer firm, Dialcom (Maryland) and called "Congressional Correspondence System" (CCS). While there are only two editions of the complete set of 1980 robos (July 1980 and December 1980), they range across a numbering scheme from 1002 to 32127, but with numerous original gaps or subsequent deletions (see Deletion Notebook and its index anterior to 1980 Printout #1). There are two indexes to the 1980 robos:one provided by CCS to its generic Congressional client as an aid to structuring robos by subject ("List Codes") and the other instituted by Congressman Haguire's staff and called both "Text Summary Report" (7-03-80) and "Issues List" (9-15-80). The "Text Summary Report" is a detailed robo-by-robo breakdown of the more general "Issues List" and also provides data as to date-of-last-use and quantity-to-date. There is no indication as to whether the "Text Summary Report", and likewise the [1980 Robos: Tallies of Individual Robo Usage] incorporate figures from the 1975 robos. Indeed, although there are rough similarities between the 1975 and 1980 robos, they should be considered separate units.
For a better understanding of the CCS system and its increasingly sophisticated applications, see both the [1980 Robos: Dialcom Company's literature] and [1980 Robos: Intra-office Communications re: robos] folders.
Ann Pissot and Adrienne Buchichio in Washington were in charge of the robo letter system.

CONSTITUENT NEWSLETTERS, 1975-1980
Arrangement: Arranged in original order when undated ("A Report From Washington"), chronologically when dated ("Maguire Wire") and chronologically when in dated draft form ("Newsletters [and other materials]"). The remaining subseries of unarranged materials remains in original order.
Summary: Documentation regarding Congressman Maguire's communications with his constituents and possibly non-district supporters (see MAILING LISTS). "A Report From Washington" is largely informational, reporting on the Congressman's non-campaign activities as legislator, speaker and activist. The "Maguire Wire"s are personal in tone, with biographical material on the Congressman and his staff, and entirely campaign-oriented although there are informal accounts on the progress of certain pieces of legislation The "Washington Watch" comprises four issues, each of which is devoted to either energy, business, health or senior citizens.
Among staff members involved in the production of the newsletters are Steven D'Arazien, Robert Kerr, Narge Starr and Bruce B Maguire/

PRESS RELEASES, 1975-1980
Arrangement: Arranged alphabetically by subject (by the Congressman's staff) and remaining in, mainly, original folders. Some press releases shifted: from elsewhere in the collection precede the alphabetical sequence.
Summary: Documentation of official pronouncements to radio, television and the press regarding numerous facets of the activities, usually with respect to legislation, foreign affairs, New Jersey projects, campaign, etc. The PRESS RELEASES, more so than ROBO LETTERS or SPEECHES, provide brief summaries not only of the Congressman's views, but concise background information on the history of an issue. In conjunction with NEWSCLIPPINGS, considerably more information can be gathered than from either series separately.
Staff members (called "contact persons" on the press releases) involved in the writing of and follow-up on press releases include Bob Howden, Steven D'Arazien, Jean Cavallaro, Len Filppu and Kathleen Rae.

PHOTOGRAPHS, 1975[?]-1980[?]
Arrangement: Arranged in original order by, usually, the occasion(s) during which photographs were taken, or the subjects in the photographs, although unidentified photographs predominate.
Summary: Documentation of the various venues at which the Congressman appeared. Photos of special events (see SPECIAL EVENTS) are well represented, with appearances by actor Robert Redford (also an environmentalist), Vice President Walter Mondale, United Nations Ambassador Andrew Young, Senator Hubert Humphrey, Senator Edward Kennedy, and others, at various dinners or Maguire campaign fundraising events. Also represented are various forums (see FORUMS), neighborhood tours, conferences, picnics, luncheons, campaign volunteers, plus unidentified photographs of staff members and a large quantity of publicity photographs ("Head Shots", etal.) of Congressman Maguire himself. There is also a multitude of group shots of the Congressman and various visitors from New Jersey on the Capitol steps.
The first folder in PHOTOGRAPHS contains a memo from Jo Ann Navickos (unidentified staff position) and Corinne Mulqueen (secretary to the Advisory Committee) to office staff regarding "The File System". The outline contained in this memo describes how campaign files were arranged as of June 1980, and how some of the photographs, usually of events, figure in that scheme. The outline does not describe the campaign files as a whole, however, due to an apparent rearrangement subsequent to the drafting of the outline.

NEWSCLIPPINGS, 1962-1982
Arrangement: Grouped chronologically by newspaper company, by subject within a given year or years, or by month within a given year
Summary: Documentation of the Congressman's activities as reflected in, usually, district newspapers, although other newspapers are included.
The early clippings (1962-1975) provide glimpses of the Congressman's pre-political beginnings as a doctoral student doing research in Tanganyika (now Tanzania), as advisor in the U.S. mission to the United Nations, and as a candidate for Freeholder in Bergen County. (These three activities are but scantily mentioned in the rest of the collection,) The early clippings also sketch a background of strong Republicanism in a district in which Maguire, the liberal Democrat, gained a surprising victory in 1974. The clippings then chart his increasingly activist course with respect to environmental hazards, particularly asbestos and electromagnetic radiation. Also heavily represented are his efforts to keep the Mahwah Ford plant open, and to found a New Jersey television station. Constituent reaction to Maguire's often uncompromising views are heavily represented in letters to the editors throughout this series. The NEWSCLIPPINGS also cover campaign issues such as funding, not without a fair amount of cross-accusation between opponents.
It should be noted that subject arrangements within NEWSCLIPPINGS do not correspond to those of the SUBJECTS FILE or any other series in the collection. Thus, "District Activities" or "Redistricting" are unique to this series although they may be represented in small part elsewhere. Perhaps the most useful feature of this series is the coverage of news in which Congressman Maguire is not directly involved but which, apparently according to instructions to the clipping service (discussed later in this description) was collected with a view to maintaining a reference file on events likely to become important with respect to legislation, projects, Congressional voting, campaign or other facets of political life.
The NEWSCLIPPINGS were predominantly gathered by the New Jersey Clipping Service, a company based in Livingston, New Jersey and are so indicated by a white slip attached to them naming the newspaper and date of publication. The subject arrangements, however, were probably done by the Congressman's staff. Chronological grouping was done in final processing.
The gap between 1980 and 1982 in the NEWSCLIPPINGS is probably accounted for by the non-Congressional activities of Maguire at this stage in his career, while the resumption of news coverage in Spring 1982 would be due to his 1982 Senatorial campaign.
Additional newsclippings may be found in the SUBJECTS FILE, and SOUTHERN AFRICA SENATE/HOUSE AD HOC MONITORING COMMITTEE.

SPONSORED AND COSPONSORED BILLS, 1975-1980
Arrangement: Arranged numerically by bill number within three sequences (94th, 95th and 96th Congresses), preceded by lists of sponsored and cosponsored bills and followed by unarranged materials.
Summary: Documentation of the legislative activities of Congressman Maguire throughout the three Congresses he participated in. Bills regarding environmental hazards, medical technology, children's health, New Jersey television, cancer and various other issues are included. The envelopes contain very few supplemental materials--a sense of the progress of a bill cannot be adequately gained from this series alone. Hence, SUBJECTS FILE and the Congressional Record statements in SPEECHES, STATEMENTS AND TESTIMONY should also be consulted.
Two types of documents preceding the actual bills provide a key to the Congressman's legislative activities. The first is three editions of the "Legislative Profile" (put out by the House of Representatives) which cover only the 95th and 96th Congresses. The second is a brief list of "Major Maguire Sponsorships". (put out by his office) which is a selected list inclusive of all three Congresses. A third document, not in this series, that provides a good overview of Congressman Maguire's legislative activities is the "Annotated Chronology of the Policy Commitments of Rep. Andrew Maguire" (compiled by unidentified staff members) found in the ADMINISTRATIVE ASSISTANT'S FILE.
The numerical bills appear to include all bills solely sponsored by Congressman Maguire.

SUBJECT FILES, 1974-1982
Arrangement: Arranged alphabetically by. subject, followed by unarranged materials.
Summary: Documentation of activities in the Washington office, and possibly the New Jersey office as well, as performed by virtually all (non-campaign) staff. Included are legislative research materials, New Jersey project materials, case files, campaign materials, and general materials relating to foreign policy, health, environment and other areas.: Document types include correspondence incoming and outgoing, telegrams, memos, notes, preliminary drafts of outgoing letters, cosigned letters, newsclippings, synopses of telephone conversations, press releases, reports, and newsletters.
Many of the incoming materials were apparently circulated among more than two staff members each, hence given folders cannot be confidently said to belong to any one staff member. All outgoing materials are signed by Congressman Maguire and in either carbon (white copy) or photocopy form, with no indication as to which aide if any actually drafted the letters, nor of who typed them. They were all apparently of an individual nature and not generated by the robo system. Rough drafts of letters to be signed by the Congressman sometimes who numerous revisions in various handwritings.
The SUBJECT FILES were apparently gathered up from the Washington office and sent by U.S. mail in one or more batches to Bea O'Rourke, Office Manager of the district office in Paramus, New Jersey. It is possible that folders originating in the Paramus office, particularly New Jersey projects-related and case files, were then interfiléd by Ms. O'Rourke. However, almost all folders were in identical House of Representatives envelopes (discarded in processing) which each displayed a subject term to the attention of Ms. O'Rourke, who then apparently arranged the materials according to these terms.
The SUBJECT FILES are strongly legislation-oriented with respect to "Energy", "Environment" and "Health," and may be linked to other Maguire- sponsored bills by means of the "Legislative Activities of Rep. Andrew Maguire" manuals at the head of SPONSORED AND COSPONSORED BILLS.
The sequence of unarranged materials (1.0 CU. FT..) following the alphabetically arranged folders relate mainly to campaign activities but are also inclusive of press releases, position papers, statements, speeches, newsclippings, letters, cosigned letters and newsletters. The campaign materials are partly Bruce B. Maguire's, partly of other late (1980-1982) campaign staff (Matt Rueter, Ted Hoff, Tim Gens), and partly (probably) of Andrew Maguire himself. These latter are distinguished by "File System" folder tabê and probably comprise the remainder of that scheme. (See memo in folder directly preceding these Andrew Maguire files.) Certain subject-related materials concerning crude oil prices, Vietnam aid, Soviet and South Korean human rights, the Congressional "Class 94th", and C.E.T.A. in these files are possibly complemented by materials in the alphabetical sequence foldered under the headings "Energy", "Foreign Policy", "Congress: Class of 94" and "C.E.T.A." respectively. The 1982 F.E.C. (Federal Election Commission) information can be compared with earlier Federal Election Commission materials in the CAMPAIGN FILES/ General series (in the Bruce B. Maguire subgroup).

ADMINISTRATIVE ASSISTANT'S FILE, 1980-1981
Arrangement: In original order and in mainly original folders headed according to subject. Folders are in neither alphabetical nor chronological order.
Summary: Documentation of, usually, New Jersey projects, although position papers and (federal) legislative materials are included. Topics include the Mahwah Ford plant (heavily represented), Women, Small Businesses, Veterans, the purchase of buses ("Transbus") séniorcitizens and the 1980 campaign against Marge Roukema (involving defense issues). Documents types include memoranda, reports, newsclippings, correspondence, speeches and bills.
A significant document in this series is the "Annotated Chronology of the Policy Commitments of Rep. Andrew Maguire" compiled by unidentified staff members and found in the initial folder of the series.
It is apparent that the position of Administrative Assistant, held in Wash. by Robert Kerr from as early as 1974, was assumed by Kathleen Rae (formerly Political Representative involved in Intergovernmental/Grants at the district office in Paramus, New Jersey) in or around July, 1980. Hence the ADMINISTRATIVE ASSISTANT'S FILE reflects activities of both these staff members. It has been impossible to determine whether Robert Kerr stayed on in some other capacity beyond July, 1980 –"Maguire Wire" newsletters indicate only that he joined a Congressional Oversight Committee as staff director sometime in 1981, by which time Ms. Rae as well as the rest of the staff had also found other jobs (due to the Congressman's electoral loss in November, 1980). For fuller information on staff persons, positions and periods of tenure, see both the "Maguire Wire"s in CONSTITUENT NEWSLETTERS, and the "Administrative Who's Who" preceding these series descriptions.
Persons involved with these files, listed by degree of representation in them, include Kathleen Rae (new Administrative Assistant), Robert Kerr (former Administrative Assistant), Marge Starr (district office intergovernmental/grants person), Gladys Herschel (Special Assistant, Washington) and Cheryl Canova (Receptionist, Washington).
Some of the unarranged materials at the end of this series may date as early as 1976, but the bulk of them are clearly dated 1980 or 1981.

SOUTHERN AFRICA: SENATE/HOUSE AD HOC MONITORING GROUP, 1977-1979
Arrangement: Arranged in original order by neither date nor subject.
Summary: Documentation of activities relating to the Ad Hoc Monitoring Group which Congressman Maguire and others (Tom Downey and Peter Knight) formed in September, 1977 in response to the death in police custody of Black Consciousness leader Steve Biko. Included are memoranda, correspondence (including a "Dear Colleague" letter soliciting membership in the Group), notes, lists of cosponsors of legislation, newsclippings, conference materials, speeches, and a phonorecord by a Crossroads (squatter camp) singing group with a personal inscription inside the jacket. Also included are materials on the Congressman's trip to South Africa in July of 1978 during which he presented the "Stevie Wonder Humanitarian Award" to the family of Steve Biko.

Topics include asbestos, Crossroads, the family, campaign issues, and a variety of other subjects.
The tapes are rarely dated and but sketchily described on their labels. Some are simply identified by the Congressman's name or where the tape was recorded, while others include lengthy notes on accompanying sheets (some of which were found lying loose in the original box and cannot be associated with particular tapes). Some cassettes are labeled as "not working" but may have been recorded on prior to malfunction.

CAMPAIGN FILES, 1974-1980
Arrangement: Unarranged.
Summary: A cross-section of campaign materials, mainly as kept within "The File System"--a subject scheme (indicated by typed folder headings) used as late as 1980 at the Ridgewood, New Jersey campaign headquarters (see first folder about "The File System"). Retrospective of earlier campaigns with respect to endorsements, candidate profiles and press releases and possibly used as reference materials for the 1980 campaign exclusively. Included are memoranda, correspondence, newsletters, newsclippings, press releases and a special interest mailing list ("Blacks").
Folders preceding and following "The File System"s typed-heading folders are apparently headed in the Congressman's own handwriting, possibly indicating that this entire series' materials were in his possession.

CAMPAIGN FILES
Campaign Books, 1972-1982
Arrangement: Grouped chronologically by year of election, beginning with the campaign for Freeholder of Bergen County (1972) and ending with the Senate campaign (1982).
Summary: Files of Bruce B. Maguire, father of Andrew Maguire and a retired Presbyterian minister, who as Executive Director of Fund Raising throughout his son's political career tended to not only financial matters but the general campaign as well. Boxed in, usually, their original three-ring binders, these files include financial ledgers, press releases, correspondence, newsclippings, newsletters, position papers, volunteer kits (including buttons, bumper stickers, etc.), meeting agenda, polls, campaign staff lists, Political Action Committee (P.A.C.) materials, biographical materials, computerized mailing list information, Marge Roukema (1978 and 1980 Republican opponent) materials, Congressional Recordreprints, speeches, office equipment inventories, brochures, etc.
Although the CAMPAIGN FILES/Campaign Books are grouped by year of election, later Campaign Books contain earlier materials, particularly with regard to contributors and/or contributor prospects who remained supportive of Congressman Maguire throughout his career.

FORUMS, 1975-1978
Arrangement: Arranged chronologically by date of forum, with general forum-related folders following.
Summary: Documentation of activities relating to district forums, which were a fairly unique feature of Congressman Maguire's tenure in the House. Included are announcements (for bulk mailing), agenda, permits for use of facilities, survey forms, post-forum evaluations by Bruce B. Maguire, blank forms for question-answer periods, correspondence, newsclippings, notes, and budget materials. Forum issues include energy, Southeast Asia, privacy, hunger, cancer, human rights, and others. The first folder in FORUMS contains a list of forums which appears to be complete. The FORUMS files themselves are apparently not complete, though.
FORUMS also documents the participation of a wide variety of experts and includes some of their printed rematks, as well as of those who did not attend – but which were deemed relevant.
Supplemented by PHOTOGRAPHS and NEWSCLIPPINGS, a better sense of the importance of Congressman Maguire's forums can be gained.
Staff members involved in. forum activities include Bruce B. Maguire as coordinator, Congressman Maguire as participant and resource leader, and Mrs. Mary Lou Petitt as Moderator.
Further information on forums may be found in SUBJECT FILES under "Forum Nailings" and "[Political]: Forums," and in AUDIO RECORDINGS and PRESS RELEASES.

MAILING LISTS, 1978-1982
Arrangement: Grouped chronologically by date of run.
Summary: Computer printouts listing names and addresses for fundraising or volunteer mailings, with access by a variety of means, i.e. area within district, area outside of district, and whether a previous or a prospective contributor. Also provided by means of codes (see "Key to Printout" in top folder, described later in-this description) are access in the "Total Galley's by amount of previous contribution, whether volunteer or ex-volunteer, profession, plus area of residence and other data useful for targeted mailings.
The "Key to Printout" on the top contains a concise description of all codes used in the "Total Galley"'s. There was the indication that the computer was able to generate smaller lists based on these codes (i.e. a list by profession which was removed from the collection). Annotations on some lists indicate that revisions were done by hand until the following run, when an unidentified data processor (possibly "Roberta" at some point) would update the lists.
The lists were generated from 1978 to 1980 by a firm called Ehrhart-Babic in Fort Lee, New Jersey and then, until 1983, by Dominion Data Processing in Parsippany, New Jersey. Further information on the computer systems may be found in the "Computer-Campaign Use" folder in CAMPAIGN FILES / General. Also, further information on P.A.C.'s (Political Action Committees) may be found in P.A.C.'s folders in CAMPAIGN FILES / General.
