Questions to Consider?

1. How does Mayor Vincent J. Murphy appeal to the people of Newark to assist in preparing for the cities civil defense? What rhetorical devices does he employ to rally the citizens?

2. Does the Mayor's appeal seem unrealistic, hysterical or pragmatic? Explain?

3. Consider a likely situation today (not necessarily war) that would compel a mayor to appeal to her constituents to join civil defense organizations.  Write a letter,  as the mayor's press secretary, to the citizens of your town asking them to mobilize for this situation.
