Abstract: The Norman Eiger Papers consist of primarily textual records that chronicle Eiger's twenty-six year career as an educator and student of labor movements throughout the world. In particular, the Papers document Eiger's faculty and administrative affiliation with the Rutgers University Institute of Management and Labor Relations (IMLR, now the School of Management and Labor Relations, SMLR), where Eiger served as chair of the Department of Labor Education and director of the Labor Education Center. Also represented in the Papers are records of Eiger's extensive research and writings in the field of comparative labor studies. A selection of course materials compiled by Eiger's students and colleagues at the IMLR is included among the Papers as well.

Biographical Sketch of Norman Eiger

Norman Eiger played an integral role in the history of the School of Management and Labor Relations (SMLR), formerly known as the Institute of Management and Labor Relations (IMLR), of Rutgers University. Born in New York City on 18 November 1928, he later went on to earn a BA from the City College of New York in 1954. Shortly thereafter, he received an MA from New York University and a PhD from the Rutgers Graduate School of Education in 1969 and 1976, respectively. (1)

From 1947-1961 Eiger held a range of union leadership positions in the International Ladies' Garment Workers Union, AFL-CIO, such as labor educator, organizer, negotiator, and business agent. From 1961-1965, he was the District Manager of this Union. During 1965-1967 he was a Training Director at the Community Action Training Institute. Eiger came to Rutgers in 1967 and worked as the Associate Director at the Rutgers Labor Community Action Intern Program until 1968 when he joined the IMLR as a professor of labor education and industrial relations. While at Rutgers, Eiger worked tirelessly in educating students, faculty, and countless union groups on such topics as work and alienation; theories of the labor movement; future of the labor movement; leadership; and collective bargaining. For his exceptional work with educational programming Eiger won the National University Extension Association Award in 1971 and 1973. For his excellence in scholarly publications, he won the Swedish Bi-Centennial Fund Research Award in 1979 and the German Marshall Fund Award in 1980. Additionally, he helped to write the proposals for and worked on several grant funded projects including the Occupational Health and Safety Project and the Humanities Project on Labor and the Quality of Education. He also served on the IMLR Publications Committee, the IMLR Chairmen's Committee, and the AAUP Grievance Committee. In addition to teaching at Rutgers, he worked as an adjunct instructor at Seton Hall University and several community colleges. (3)

During his tenure at Rutgers, Eiger published over twenty articles, but he also published his doctoral thesis, The Newark School Wars: A Socio-Historical Study of the 1970 and 1971 Newark School System Strikes (1976) and a book, The Education of Employee Representatives on Company Board [sic] in Sweden (1983). Additionally, he edited the IMLR newsletter, Labor Education Notes.

Eiger belonged to and served on the board of many professional associations such as the Labor Education Association; Jewish Labor Committee; Histadrut Cultural Exchange Institute; Consulting Committee for the New Jersey Educational Consortium; Rutgers Association of University Professors; and several scholarship committees. He also served as a consultant for the Middlesex Cultural and Heritage Commission; the New Jersey Jewish Labor Committee; the American Institute for Free Labor Development; and the New Jersey Industrial Union Council, AFL-CIO. Throughout his professional career, not limited to the time he was at Rutgers, Eiger was a pivotal force in comparative labor studies and union leadership. It was as a result of his teachings that students and workers were able to form a more cohesive union and uphold the IMLR's mission statement of uniting labor and management. From 1981 to his retirement from Rutgers in 1994 Eiger was the chair of the Department of Labor Education and the Director of the Labor Education Center. After retiring, Eiger combined his love of painting with his job by working as a docent in the Princeton Art Museum. (5) Eiger died on 29 December 2005.

Scope and Content Note

The Norman Eiger Papers consist of approximately 10 cubic feet of material, comprising twenty manuscript boxes, spanning the period 1967-1993, bulk 1980-1992. They comprise the professional records of Norman Eiger, documenting his history from the early twentieth century until the late twentieth century. They also include records pertaining to Rutgers University, the School of Management and Labor Relations (SMLR), formerly known as the Institute of Management and Labor Relations (IMLR), and numerous state and national corporations and unions.

The Norman Eiger Papers are composed primarily of textual records such as articles, course materials, newspaper clippings, organizational records, student papers, publications, and reports. I. Labor Studies, 1969-1993, bulk 1980-1992 (143 folders) contains the subseries, Course Materials; Articles by Eiger; and PEL (Paid Educational Leave). Arranged alphabetically, Course Materials includes Eiger's personal teaching materials such as course syllabi, transparencies, course readings, and notes. Also included in some of the course materials are student research papers. This series offers a look into exactly the kind of work Eiger and to a lesser extent his IMLR colleague Dr. Herbert Levine, were engaged in at the IMLR. Arranged chronologically, Articles by Eiger comprises articles which Eiger wrote and are not widely available. This series consists of research materials which helped Eiger write his articles. Additionally, this series also contains notes and original drafts annotated by Eiger. Arranged alphabetically, PEL consists of course materials used by professors in the PEL program to educate workers about work, workers, and working conditions throughout the world but especially in South America. Arranged chronologically, II. Publications, 1967-1992, bulk 1979-1981 (twenty-one folders) includes articles, booklets, pamphlets, and newsletters which Eiger used as course materials for his classes and as the basis for some of his own publications. This series includes official publications from the Swedish Trade Union (LO) and the US Department of Labor. Arranged chronologically, III. Proposals, 1968-1989 (seven folders) consists of grant proposals and studies that Eiger either wrote or participated in while at the SMLR. This series offers an intimate portrait of the SMLR and the role that Eiger played in developing its curriculum and research department. Arranged alphabetically, IV. Personal Files, circa 2000-2005 (two files) includes Eiger's artwork and a leaflet from his memorial service.

Arrangement Note

The Norman Eiger Papers were, for the most part, arranged by Norman Eiger and his secretaries. Eiger annotated many of the documents in this collection to facilitate their filing by his staff. Additionally, his secretaries had clearly labeled folders which helped with the organization of this collection. Original order was kept within each file where items were not dated and no discernable order could be determined.

Detailed Description of the Collection/Container List

This section provides descriptions of the materials found within each series. Each series description is followed by a container list, which gives the titles of the folders and their locations in the numbered boxes that comprise this collection.

I. Labor Studies, 1969-1993, bulk 1980-1992
Arrangement: The Course Materials subseries is arranged alphabetically and thereunder chronologically; the Articles by Eiger subseries is arranged chronologically; and the PEL subseries is arranged alphabetically.
Summary: The Course Materials subseries (Boxes 1-12) contains course syllabi, exam questions, readings, lecture notes, student papers, and classroom transparencies and exercises. There are also newspaper clippings and booklets from various organizations. Most of the material from this subseries focuses on the Comparative Labor Movement course which Eiger taught at the SMLR however, there are also materials from courses that he taught at community colleges and to union groups. As in the Articles by Eiger subseries, much of the material in this subseries focuses on Eiger's main interests, the labor movements, workers, and works councils in Germany and Sweden. Where course syllabi were not available a sampling of reading materials were kept to give a sense of the types of readings Eiger assigned to his students.
Also contained in this subseries are teaching materials and student papers from courses which Dr. Herbert Levine taught. These materials have been included here because Eiger eventually went on to teach the same course thus he used some of Dr. Levine's materials. Additionally, many of the student papers are reflective of the teaching they received at the SMLR as well as current trends and schools of thought about labor. The papers on the "Future of the Labor Movement" offers a look as to the direction that students thought the labor movement and society in general would be moving toward.
The Articles by Eiger subseries (Boxes 13-14) contains various articles written by Eiger and the supporting research materials for those articles. Most of these articles focus on co-determination (a practice in which employees have a role in the management of a company or corporation), worker's education, work, and unions in Germany and Sweden. Much of the literature on Germany focuses on the Deutscher GewerkshaftsBund (DGB) or German Confederation of Trade Unions. Additionally, this subseries also contains research for Eiger's doctoral thesis, Newark School Wars, and his article on the Newark Teachers Union.
This subseries also contains the Labor Education Notes, the SMLR published newsletter, which Eiger edited. In this newsletter, Eiger wrote about current local and national labor issues. The Labor Education Notes were kept in this series instead of the Publications series because, while they are technically a publication, they were also written by Eiger and distributed by the SMLR. Furthermore, the topics and views of these newsletters are concurrent with views expressed by Eiger in the other articles in this subseries as well as in his teachings in the classroom.
The PEL (Paid Educational Leave) subseries (Boxes 15-16) documents a program that provides employees options to further their careers and employment opportunities through the completion of educational courses. The files in this subseries focus on Rutgers' work with GM's plant, the Inland Fisher Guide, UAW Local 731 in Trenton, New Jersey. Eiger served as the head of the PEL program thus he retained much of the teaching materials used in those courses from most of the professors who participated. Hence, many of the folders are from the other teachers who participated in these seminars. The "Program Schedules and Teaching Evaluations, 1989-1990" file in this subseries can be used as a key to determine which professors taught which courses and the corresponding material associated with that course. Included within this subseries are course syllabi, memos, newspaper clippings, notes, publications, and reports. These materials focus primarily on the nature of workers and work within the automobile industry but are not limited entirely to that subject.

Arrangement: The Publications series is arranged alphabetically.
Summary: The publications in this series were used by Eiger as research material for his articles as well as for distribution in his courses, mainly in the Comparative Labor Movements course. Most of the materials in this series focus on labor in Sweden and the United States although there are some materials on El Salvador and Poland. Included in this series are official government booklets and pamphlets from the Swedish Trade Union Confederation (LO) as well as the US Department of Labor. LO's publications include reports on worker's health, the labor market, and worker's rights. The US Department of Labor's reports concern unions, workers, and financial reporting of organizations. There are also official "Fact Sheets on Sweden" which are published by the Swedish Institute and offer brief historical facts and analysis about a variety of topics. Eiger frequently used and distributed these sheets in his courses.
This series also contains newsletters from the AFL-CIO, Amnesty International, and the Swedish-International Press Bureau.

Summary: The records in this series document Eiger's efforts to educate workers about labor, management, and offer general education. This series includes correspondence, leaflets, newspaper clippings, pamphlets, and proposals. The proposals in this series were used to obtain grant money for worker education. Eiger and the SMLR were trying to educate workers and union leaders on leadership, worker's benefits, as well as discussing the labor-management relationship so that each side could gain a better understanding of the other's vantage point. The documents related to the PACE (To Educate the People Consortium) program shows exactly the types of programs that Eiger and the SMLR were interested in setting up in order to educate adult students as well as traditional students. This program, in addition to the other types of seminars and courses that the SMLR ran, exemplifies how the SMLR was trying to unite labor and management through a broad means of educational programs.
While all of the proposals focus on teaching labor history, there is one proposal which sought to create documentation of the New Jersey Carpenter's Union. This project recounted the history of the union not only through documents but also through oral history accounts from carpenters in the Union.

Summary: This series contains a copy of a Christmas card that Eiger personally illustrated and sent to former colleague Harry Stark. There are also two profiles of Eiger, the artist, one of which is contained in the Rutgers Focus online archive.
Additionally, this series contains a leaflet from Eiger's memorial service which was held in December 2005. The leaflet features paintings which Eiger created.
